Yes, time delay is one important mechanism for quality control. The
peer review mechanism I have in mind allows for a flexible combination
of different parameters, to deal with different review requirements.
For instance, a basic copyright check might require only a time delay,
while stating the accuracy of an article might require one or two
other editors to confirm the claim PLUS a time delay. We should be
able to tweak these parameters until we have found the ideal settings
for any quality criterion we devise.
