Now, I'm going to assume good faith in that you really *don't* know
why this selection of people was chosen.  Let's have a look.  We have
Jimbo (he gets most complaints, so fair enough), Brion (he could
already do this, so fair enough), the 14 AC members (community
appointed to a great degree) and Essjay (respected, bureaucrat,
already has checkuser privileges).

Now, we cannot do this like an RFA election, as there is potentially
sensitive information.  Matching the Checkuser requirements seems
logical to me.  There's no reason why this couldn't potentially be
expanded in the future.  Let's see how the current team does first.
