As noted, it's in here as a thread.  It starts with this:

That "well-established standard" is the soundly rejected
[[Wikipedia:Wikiethics]] proposal, which was essentially a proposal to
allow censorship, and the "problem" to be fixed is that admins block
tendentious and incivil users.
