[WikiEN-l] Overuse of horizontal rules

Articles should err on the side of having too many headings and
section breaks, not too few; it makes them much easier to expand
without losing their structure.  At the risk of seeming unfashionably
factionist, I'd point to the Association of Structurist Wikipedians --
