Yes.  He's using it as a shooter in a marbles game.  An object like that 
is an all-purpose one that could have many uses.  Jumping to the 
conclusion that it would be used sexually is unwarranted.  This is a bit 
like countries who would ban the export of life-giving medicines to 
another out of fear that those medicines might be turned into 
biochemical warfare agents.
