The IPs are owned by Telstra and Otpus, the two
largest telecommunications companies in Australia.
Since the ArbCom case he has gone to the effort of
using a second ISP (Optus) which uses some kind of
nasty relatively open proxy that seems to just assign
new IPs when one is blocked. I seriously doubt that
either company would do anything.
