No, it could be just the first step in getting back to a certain version
for further editing.  A rv followed by one or more new edits by the
same person, is not a revert, but should be assumed to be a good
faith edit.  i.e., a revert as part of a multipart edit is not a revert,
sometimes the rv is in the summary when there is an edit at
the same time, for instance when you revert and incorporate
corrections that had been made to the other version at the
same time.
