That is in the WP FAQ (or would be if we had one), like 'stable versions'. 
An old chestnut.  It would all depend anyway on (a) the plateau level of 
traffic (relative to all WWW traffic, say), (b) the plateau level of 
donation and grant funding, (c) what the money was supposed to fund, (d) the 
probable impact of ads on (b).
