Does "patterned as closely as is reasonable after the RfA process" mean that
everyone's support/oppose vote will be visible to all? And that
special:boardvote will therefore not be used?

Presumably so, yes. I don't see what's so wrong about this. This is the
nomination process, not the election itself.
