Going by random talk page comments, I think it has a deterrent
effect, although it's tough to prove whether an editor has been
deterred by the rule, or has spontaneously decided to talk
instead of revert.

I'm not very sympathetic to bait-able hotheads; I would say
they've failed the IQ test.
