I'm surprised nobody else has suggested combining this with the new
article template - seed it with the lengthy description of how the
"harmless prankster" was tracked down and lost his job, see whether
it has any salutary effect. I imagine the prospect of unpleasant
real-world consequences would discourage many vandals and trolls.
