That sounded really good at first thought, but if the entire namespace
is protected, nonadmins wouldn't be able to archive pages.
Admittedly, that would mean that people would run for admin saying, "I
want to archive ---", and would probably end up slightly relaxing the
standards for admins. I don't know whether that would be good or bad.
We might be able to get around this problem with some sort of an
"archive this page" bot or tool, or some other hack.
But if we don't protect the namespace, I don't think that the
vandalism potential is changed at all from our current position.
