That would focus people's attention on improving the existing stuff
which often isn't happening. I wouldn't really oppose one week of pure
improvement every month to encourage people to improve the existing
rather than create more stuff that needs to be fixed.

If the stream of crap is stopped in its tracks, I have no problem with
putting deletion on hold as well.
