[WikiEN-l] Markiing a version with a status flag

Flagging edits is a good idea, but anything more customisable than "show 
me all Recent Changes that
HAVEN'T GOT an 'RC Cleared' flag attached to them" is asking for server 
trouble. Somebody more qualified than me should probably be tackling 
this, though.
