Oh, Alex, you're making it too complex; stop thinking like a lawyer.
And, Cunc, stop being a dick ;-)

All we have to do is define the Wikipedia Inclusion Policy. Then, we can
start our deletion policy based on:

"Delete anything that shouldn't be included"

Logical, right?
