called themself Uoy Kcuf, or, for that matter, Fuck
You, and they made good edits, why do something like
forcing a name change that would deter them from using
Wikipedia?

Because people with provocative names like that usually do it for shock
value and do not make valuable edits. In addition, other people may be
deterred from using Wikipedia if they found out that the community
tolerated offensive user names.
