[Mediawiki-l] 'Failed opening required' error

You don't need all the permissions set to 777, for one. But that isn't
likely causing this error; more, I thought I'd bring it up as a
security thing.

It makes no sense for the inclusion to stop working. I'll ponder over
this one for a while.
