[Foundation-l] New Version of PROTECT IP Bill May Target Legal Sites

What is the real situation of this law?

Is it still enter into discussion?  It has been confirmed? Or is it just a proposal? 

Sorry, I don't know the goings of U.S. law, but this news is concern to me.
