Yes, but much simpler to apply: it is quite simple to determine if a 
wiki does not respect the Licensing policy, especially if it's so 
inconsiderate to not that it doesn't have an EDP.
But would stewards delete non-free images (or images with no attribution 
or information at all) on a wiki without an EDP?
