By that standard, what is the purpose of the chapcom, or the lang
subcom, or any of the other committees, if the board does not need to
accept their advice or proposals? The council should be defined in
such a way that their purview does not overlap significantly with the
tasks that the board currently performs, or is capable of performing
for itself. Task the council with researching topics, communicating
directly with the projects, and other tasks which the board does not
have the time or the resources to do for itself. Then, the board will
find itself in a position that it typically needs to follow the advice
of the council, because the board won't be able to offer
counter-advice.
