Because that is the order that WMF recommends?

Step 3: Submit bylaws to the chapters committee for approval

PS getting agreement from all the people interested in it (potential
members) on the proposed rules was the slow and difficult bit. if
state chapters are formed in a different way to existing chapters,
which seems likely, I suppose it will be even slower and harder.
