[Foundation-l] Global policy proposal: Anti-vandal fighters (for en.wp list)

hello,

why only give the right's to people active on the en.wiki. there are
also good people on fr.wiki and nl.wiki.

why give the right's only to people of one wiki the right's on all wiki's?
