[Foundation-l] Commons Usurp issue

Well, he hasn't asked explicitly for an override, and the issue of local
project policy conflicting with the aims of global unification has been
discussed previously on this list - although without a test case where other
issues, such a steward overriding local 'crat objections, haven't taken
precedence. In this case I think we see some of the more significant
implications of trumping SUL with local policies. Does it make sense to
allow a user with an account on en.wiki to unify a username that someone
else has used on de.wiki and commons? What if both were currently active? Is
the word of the commons 'crat the last word on the issue, or ought there to
be some other mechanism for review? Some issues to consider, anyway.

Nathan
