Not only to eliminate "trolling" candidates, but to make sure only
candidates are left in the "real" vote which have a serious chance...
That way people don't have to read 20'ish statements, to be able to
make a good choise. (Imho ideally the number of candidates in the
final round would be roughly twice the number of available seats)
