For example: if Mr.A sees that Mr.B copies the
design of Mr.A's user page, inter-wiki links to
Mr.A's user page on fr.wp.... 

Also, inability to communicate in a language does
not always mean that one is unable to understand
anything of it: personally I wouldn't attempt to
write more than two consecutive words in Spanish,
though I can make a perhaps
not-entirely-uneducated guess on the rough
meaning of some simple sentences. So no, I don't
think it is unreasonable to assume there may be
cases where someone understands a language well
enough to conclude that a particular user's
behavior is dodgy (in particular if the
impersonator has gone as far as include interwiki
links from the userpage...;)), but still being
unable to express those accusations in the
relevant language.
