[Foundation-l] Adminship tools on Commons

That is the policy on the local site (and most other sites) and is therefore
the policy that gets followed.

I don't need to show activity in Commons - all I want to do it to *translate
the site*. Commons does not have someone Netural I can appeal to, thus I
turn to Wikimedia. They are entitled to give me the temporary I need to
translate the site.
