I'm feeling generous, so I went and found the appropriate page (I have
nothing to do with commons, so I'll provide an unbiased summary):

http://commons.wikimedia.org/wiki/Commons:Administrators/Requests_and_votes/Yonidebest-1-

Summary (as I understand it): Yonidibest wants adminship (would be
happy with temporary adminship) on commons in order to translate the
interface into Hebrew and is already an admin on the Hebrew wikipedia.
The consensus seems to be that adminship is not needed for that task.
It was suggested that the translations either be made directly to SVN
[that is, the mediawiki code itself], or to the talk pages and left
for an existing admin to transfer over. Yonidibest believes these
alternative methods are an unnecessary waste of time.

I have no knowledge of translation, so I have no opinion on who is right.
