Hoi,
When you talk about we .. you forget that someone is made admin after a 
lengthy involved procedure. A procedure that has nothing to do with the 
language committee. We do not have such power nor are we seeking such power.

My idea would be that people who work on the Incubator can have the 
right to edit the messages associated with the language involved.

This obviously has one prerequisite; there has to be the message file 
that is to be localised.
