This is not really about EN Wikipedia but in general;

I find there no need to keep the site notice running at this time
anymore. It can come back for a few days when the voting starts.

Now the message is about a call for candidates. If a potential candidate
  now at this time needs that site notice to come up with the idea to
present themselves for the board I do need think he/she make any change.

And when the vote is open, and that I my personal POV, that should be be
 announced naturaly but not to strongly and not with a site notice to
ask to vote during the complete period. Only an notice when it starts
and when I is almost closing is enough.
