Yes, I know that I did read the code. But installing TorBlock just to
get Tor related features in another extension doesn't really fit.

The TorBlock extension has a method TorBlock::isExitNode( $ip = null
), where null means the current IP. All features can be disabled with
configuration settings. The TorBlock extension, as it exists, already
accomplishes this goal.
