As far as I am aware the "special projects committee" does not have
anything but a name and an initial list of people. There is no
indication what this committee will be about except for that it is to be
about "special" things. There is nothing special about a request for new
projects. There are existing procedures for things like new projects.
Until any committee has been given a mandate by the board to assume a
role it should be business as usual.

It has more than a name and initial list. There has been an initial
discussion on its scope in the past few weeks on internal wiki.
The creation of the committee has been approved just a couple of days
ago by the board. Its more precise scope and initial procedures will be
drafted in the next few days/weeks.
I do not see why this committee would be involved in the creation of new
languages, but this might of course be discussed (though to be fair, I
would prefer to avoid our implication here). However, the role of the
committee is to promote some projects and to speed up some decisions
currently in the hands of the board. It is not to replace community
decision making, nor to torture developers.
Right now, the rules of creation are rather clear in most cases. The
creation of new languages is not pending due to the board not taking a
decision, but due to a technical lag :-) No committee will change this...
