You are correct. Creating a page "test" and adding to the page
[[Category:Bar]] does exactly what I want. That is, it creates two
links above my text "Category : Bar" each pointing back to Category and
Bar category pages.
The problem I am trying to solve is to have this done automatically by
MediaWiki without me having to do anything. The MediaWiki
documentation says I can create a subcategory by prefixing a colon to
the category tag as in [[:Category:Bar:]] and saving the page, which I
am doing. Then, when I go to the page "test", and add content to it and
save it, just below the tabs menu on top of the page, the text
"Category:Bar" appears. I would have thought that MediaWiki is smart
enough to make these texts into links, the same way as if I have
inserted in the page "test" the tag [[Category: Bar]]".
I don't know if MediaWiki is capable of this, or I need a templates
with parameters, etc. I hope I made the idea clear. To create a
subcategory from the parent category, and to have a link back to the
parent category be added automatically.
I was under the impression that it is possible to do this. But I could
be mistaken.

I tried setting $wgUseCategoryBrowser in the defaultsettings.php to
true, but it did not do anything. It did not even show the DMOZ like
..
">" .. headings.
