Didn't realize the news might not have gotten to everyone, but the
Chinese Wikipedia is now generally accessible from all China,
according to folks we have heard from. DNS and all is fine, no need
to use IP numbers directly.
A spot check using a proxy server within the PRC shows both ZH and EN
acessible right now.

While progress has been made, we are still not out of the woods.
Please can our chinese colleagues keep us posted on access to the Chinese
Wikipedia, even if the notice states that nothing has changed.
