The account may not be a sockpuppet, but the name is quite suggestive, and
personally I would give it a {{usernameblock}}
just like I would names
including the words "admin" or "moderator". The name somehow appears
to
claim authority by including the name of the deletion process. Why not pick
another more appropriate name?
As long as you use it to submit articles to AFD, I doubt your lack of
contributions under any particular name will be a problem. People with a
lack of edit history will be ignored in some discussions, but that would've
been the case with IPs as well.
I wouldn't exactly count the name as being "offensive", since this
could
mean "This is Reg, my account for filing AfD requests". At least, that's
what it meant to me when I first looked at it.
