I've started a discussion at http://commons.wikimedia.org/wiki/Commons_talk:Licensing#Wikimedia_Chapter_… regarding the policy of Commons on images where the copyright is owned by a recognised chapter.
Commons already recognises an exception for images whose copyrights are owned by the Wikimedia Foundation. This proposal would widen that to cover images whose copyrights are owned by recognised Wikimedia chapters.
Please comment there.

Andrew

Do you have a link to this previous discussion?

The Pikiwiki Isreal project is run (jointly I think) by Wikimedia Israel, a recognised Wikimedia chapter. It should not be treated as "independent" third party but indeed part of the broader Wikimedia community.
Their website is here - http://www.pikiwiki.org.il/ - you can see the WM-Israel logo in the top left hand corner.

The way the governance is set up at the moment is no different to any other project. Maybe if it is to be a "service project", the governance - particularly the way admins are selected - should be different from stand-alone projects.

Since this is a far reaching decision I am trying to advertise it broadly.
The license migration announced by the Foundation will add CC-BY-SA to
~1.7 million images licensed GFDL 1.2 or later. Some authors feel
that doing this to their works is unfair. Out of respect for these
authors' concerns, the Foundation has given the communities the
discretion to set opt-out criteria and exclude some works from the
relicensing effort if the copyright holder explicitly requests it.
However, we can also choose not to permit any opt-out at all.
I'd like to gather the community's consensus on whether an opt-out
provision should be allowed.
Please participate in that discussion on Commons at:

Thank you.

Dear Wikimedians,
The 2008 Picture of the Year competition is now concluded at last,
and we are happy to announce the results:

# 1 - 260 votes in Round 1 - Category:Other animals
Taken by Mikel Ortega Edited by Richard Bartz. .
RUNNER-UP: Fire breathing "Jaipur Maharaja Brass Band" in Chassepierre, Belgium.
(File:Fire breathing 2 Luc Viatour.jpg)

(File:Locomotives-Roundhouse2.jpg)
# 3 - 46 votes in Round 2
# 1 - 170 votes in Round 1 - Category:Constructions
Taken by Jack Delano.
As we couldn't get the automated server set up,
a low-tech voting method was used this year, and
we had a trouble in checking and took so much time.
(We hope there will be a better system for next year)
In the first round, there were 501 images in the gallery.
The candidates were all the files which were promoted to
the Featured Picture of Wikimedia Commons in 2008.
51 files, the winners and honourable mentions in each category
went on to the final round to select the picture of the year 2008,
where 712 voters voted.
Congratulations to all the contributors
who helped create these beautiful works
and made them available to the world as free content.
A complete listing of the voting totals is available at
http://commons.wikimedia.org/wiki/Commons:Picture_of_the_Year/2008/Results .
Thanks to all the voters for participating.
Thanks, Wikimedia Commons Picture of the Year committee
