Hello,
The mailing list software at Wikipedia has been upgraded. Though
there seem to still be some problems with new subscribers, everything
should work reasonable well for all of the current listmembers.
I realize it would have been more prudent of me to say "I'll be
upgrading the mailing list software on Friday, between 2pm and 8pm
PST", and I'd like to apologize to anyone who was adversely affected by the
upgrade for my lack of notification. I'll be more considerate in the future.

I have made the ANNOUNCE-L list stop advertising itself on
http://www.wikipedia.org/mailman/listinfo. Also, I have added
wikitech-l and wikipedia-l as subscribers to the list.
To my knowledge (and from looking at the archives), this list has
never been used, except to discuss whether or not it should be used
for announcements. This being the case, I was getting tired of having
to discard the spam messages that come in on it. I'm hoping that
removing the list from those advertised on the listinfo pag, I will
reduce the amount of junk that comes in on the list.
This list was originally meant as THE place for wikipedia
announcements (software changes, policy changes, etc.). So, it only
makes sense that all lists that might be interested in such
information should be on the memberlist. Of course, none of this
matters unless poeple start using it.
I'm happy either way.

Herewith I wish to offer my dismissal as moderator and administrator of
announce-l.
Because of the lack of interest in my proposal concerning Announce-l I
do not wish to be administrator any more of that list.
I am disillusioned heavily, especially in the wikipedians of the
non-english wikipedias. This proposal and idea which had a possibility
of the other wikipedias to have some influence on the decision process
of wikipedia.
If somebody wants the list, let my know. Or give I give it back to Jason.

This to give the Ambassadors the opportunity and time to ask en recieve

PROPOSAL:
* to use the moderated maillinglist "Announce-l" for announcing certain
types of information that are important for all Wikipedias.
Those can be;
- formal request for discussion announcement about changes on the
software that have a consequence to all Wikipedias
- formal request for discussion announcement about changes on the global
policy and legal status of all Wikipedias
- a news letter about the global project
- not listed, but very important for the existing of Wikipedia
PRACTICAL:
- When there is a idea to change somthing on a Wikipedia that has a
consequence on all Wikipedias the local Wikipedia community makes a
"Formal Request for Discussion".
- This RFD must have a structure more or less like this message.
- There must be at least 10 days for discussion. This to give the
Ambassadors the opportunity and time to ask en recieve feedback.
- This message must be send to the moderator(s) of Announce-l for
approval. Only messages that are on-topic are posted. A responds to a
message posted on "Announce-l" is not allowed on "Announce-l".
- The actual discussion must be done on Intlwiki-l(wikipedia-l) or
MetaWikipedia.
- After the 10 days there must be a follow-up whit the result, if any.
WHY:
- to prevent that inportant decisions are made very fast on a strange
maillinglist, in a strange language, hidden between 60 or 80 messages a
day, whitout the possibility of real feedback from all Wikipedians and
all Wikipedias.
- if the people can be sure that all inportant things are announced on
the very low traffic list "Announce-l" then the do not have to waste a
couple of houres a day whit all the other lists and work on there Wikipedia.

Personal notice: The real creation of the maillinglist "Annouce-l" was
not expected. Now it existed i give it a fair change to have a usefull
live. I am now the "moderator" of Announce-l. I sombody is willing to
become co-moderator or even take over the list i have no objection. --
