Because of that, I'm finding it extremely disappointing that nobody has

On the train this morning I started work on changing the remaining
language files so we can use UTF-8 on all languages while retaining
Latin-1 compatibility on the large Wikipedias until we finish converting
them.
I'll try to finish it up this evening after work and see if we can get
the wiktionaries back to their natural Unicode state.
