Many of open proxies can use worldwide/everywhere.
but we blocke it by earch project.
That's a kind of nonsense.
We (jawiki) use open proxy checker (developed ba a sysop) and
block open proxy one by one too.
but there's many *indivixual* proxies including tor,
so thers's no end with this way.
