More specifically the Village Pump, the Help Desk and the Admin
Noticeboard would be the three key areas - those three would be in the
main index, each with a sub-index to further split topics.
The MediaWiki-based forum solution used by TaxAlmanac is more advanced:

Tim Doyle, the moderator of the forum, recently commented on this
list. At that time, it was still uncertain whether the code of the
software would be open sourced.
I am copying Tim on this. Tim, the Village Pump and Help Desk are the
main discussion areas of Wikipedia. If you are interested in promoting
and testing your technology further, that would be an excellent
playground -- but a decision would have to be made soon, otherwise it
is likely that a simpler solution that is available now will be put
into place.
I would like to ask Brion to wait with any implementation until Tim responds.
