PS : I tried to use the check user, but it seems not to be working.
Just ask a bureaucrat to rename the account using Special:Renameuser,
then you can recreate it with a different password. I don't think
there's any need to find out who did it. It's just one of those silly
little things that bored kids do sometimes.

You mean a bureaucrat can actually anytime directly take any existing
account, move it to another account, and reattribute it to anyone else ?
Or any one take it without any more thought ?
Are not you a bit worried that this feature could not be a bit abused,
in particular in the perspective of the still wished for (but less and
less expected) single login feature ?
Was each project informed on this ? Do you know if some projects
developped rules about such a feature use ?
Imho, there is a big difference between renaming an account, and
renaming and freeing the old account. For example, it is not possible
for someone to take a yahoo email account, or to be assigned a phone
number before at least a certain time span.
