Yes, it's on by default since 1.4.
You should not generally disable the parser cache. Rather, as a site
administrator it's your responsibility to ensure that your configuration
is correct. If you've changed the software configuration in a basic way
(such as enabling an extension which pages were already trying to use),
then to clear cached parse pages you probably want to do one of the
following:
* Edit the affected pages. (Do a preview for a quick test.)
* Use ?action=purge on the affected pages.
* Set $wgCacheEpoch to the current timestamp to invalidate all previous
cached renderings.
* Run 'DELETE FROM objectcache' if using default table-based cache.

I do all these step and all of rest this topic mailing list and has same
problem. I use ubuntu hoary updated, with all standard packages needed
to make text, with 1.3.12 runs ok, but when i update to 1.4.5 fails. Any
suggestion?
