wikipedia.org has article titles which are case-insensitive,
so I wonder if this capability is buried deep in the configuration.

There is a setting that allows you to set of capitalisation of article
names. Many wiktionaries are happy with this feature as it allows them
to describe the words as they are written. Some wiktionaries think the
conversion effort is too big a task (it is a big task that can propably
be aided by a bot).
When someone calls an article rfid and another RFID, you are still
having duplicate articles..
