I want to start a wiki where users have the option to

Is there an elegant way of achieving this?
I am not sure if I understand your question, but since MediaWiki 1.4,
each user can choose his interface language in his preferences. So
that you can have one wiki site (with one database), but users can see
the interface in any language they want.
