Well, it's considered stable enough to run all of Wikimedia's
high-profile wikis, so while there are still bugs around, anything
major is pretty high priority right now - and even once we "reach"
1.4.0, there's bound to be plenty still to fix. The tracking bug at
http://bugzilla.wikimedia.org/show_bug.cgi?id=202 shows 8 dependencies
still unfixed in our bugzilla database.
Basically, I don't know the "official" answer to when 1.4 final will
hit, but I do know that it will be very soon - I'd say a few weeks at
most - and there's a pretty solid guarantee that the 1.4betas are
"safe for production use".
