Normally locks should be transient and it should go right through after
a few seconds. It's possible that the anonymous CVS mirroring copied a
lock file from the developer CVS to the anonymous CVS through a stroke
of bad timing, leaving the stale lock file on the anonymous CVS where it
didn't belong.
