That's correct. However, this could be solved by using a second backend,
that defines the contents of the A record pools. They could then depend
on the current load distribution of the servers, the time of day, or the
position of the moon, or...
On Blitzed, we're implementing such a backend to automatically depool
servers that are disconnected from the network, for example. That way we
can always select the geographically closest server for each user out of
a pool, and don't have to worry about reliability.
