That's correct; the browser would simply resize the image and you'd
have the same image quality issues all over again.
If somebody requests a thumbnail that's 200px wide, they should get a
thumbnail that's 200px wide. I don't see any problem with telling
them that one 213px wide would look better, but the choice should be
theirs.
