I did not catch you on IRC :p As brion said, the user level patch will
not be included in 1.4 mainly because I have no time at the momment to
work on it.
The patch is still in HEAD and code is in:
./includes/SpecialUserlevels.php (interface to manage rights)
./includes/Groups.php (an object that represent a group of users)
HTMLForm.php need to be enhanced a lot as well. The best thing would be
to reuse a PEAR extension but I am not sure we want to rely on PEAR for
MediaWiki.

NB: being unemployed at the momment, I am focusing on finding a new job
