Why are you writing your own rather than using a package such as GRASS?

GRASS has stacks of features, it has been used for web-based mapping
servers, and it is licensed under GPL. It seems to do pretty much everything
we would want to do. It can generate HTML image maps, so I'm pretty sure you
can click on Berlin and have it go to an article on Berlin. It can output in
PNG. People can amuse themselves by playing around with its ~125 different
projections. The only catch is that interfacing is a bit cumbersome.
I read up on it a while ago when I was thinking about the WikiAtlas problem
myself, but I've never actually downloaded it.
