IMO, all Admins should have valid email set-up and
the >block message should
have a link to "email this Admin" leading to

can send a message to the Admin.

without the IP address

A special Wikimedia email address could be set up to
act as the sending email
address. Or we could just tell the blocked user that
they need to log-in and
input a valid email address before sending an email.
I like the first option best because a non loggued in
user could also contact the sysop. Imho, that is also
important
I have a slight preference for the first option.
